HWY 46 EXPANSION

The Texs Department of Transportation (TxDOT) has been planning for improvements of SH 46 from Bulverde Road to FM3159/Smithson Valley Road, including widening to six lanes.  The project is being planned in phases with construction anticipated to begin in late 2022.  TxDOT held a public hearing on July 25 at the GVTC Auditorium.  Concerns and answers will be posted on the TxDOT website.

COMMUNITY MANAGEMENT GROUP
At the March 19, 2018 Mountain Springs Ranch POA Board of Directors meeting the Board voted to partner with Community Management Group of San Antonio.  The agreement is effective April 1, 2018.  Our Property Manager is Rachael Robinson.  Please send all requests and inquiries to Community Management Group (CMG) by phone at 210-774-4470 or email at msrpoa@cmg-hoa.com.  The mailng address is 1777 NE Loop 410, Suite 600, San Antonio, TX 78217.

CMG is your first contact for many responsibilities that have been handled by committees and the Board of Directors.  CMG will handle all sports pool reservations, pool card requests, gate codes and remotes, as well as ACC requests for building, landscape, and improvements.  CMG will be responsible for paying invoices and collecting assessments.  They are also handling requests for maintenance in our pool complex, nature preserve and other common areas. A CMG representative will also conduct inspection drive-arounds.  You should also contact CMG with complaints about issues like barking dogs, unslightly lots, etc.  CMG will notify the Board of Directors of any issues that need Board input.   You may also contact Association Board of Directors at msrpoa@msrpoa.com


COMAL COUNTY BURN BAN OFF
Saturday September 8, 2018 11:00 a.m.

Outdoor burning in unincorporated Comal County is once again allowed after County Judge Sherman Krause lifted the burn ban.  On Saturday the Keetch-Byram Drought Index (KBDI), which measures soil dryness, dropped below 500, the threshold at which the burn bans are typically implemented. As of 10 a.m., it had fallen to 462.

“Recent rains provided enough moisture to make outdoor burning safer in most areas of the county,” said Comal County Fire Marshal Kory Klabunde. “However, parts of the county, especially in the east, are still very dry, so please use caution and keep a water source nearby if setting a controlled fire.”

DROUGHT RATIONING IMPLEMENTATION
June 1, 2018

Effective June 1, 2018, Canyon Lake Water Service Company (CLWSC) is implementing Stage 1 Drought Rationing in the CLWSC service area.   High temperatures and below-normal rainfall have resulted in high usage within the systems, so the following outdoor rationing will be required to maintain available water supplies for the health and safety of the public.  Stage 1 rationing will last until further notice, but not longer than 60 days.

 
STAGE 1 RATIONING REQUIREMENTS
Landscape watering (hose-end sprinkler and in-ground irrigation system) is limited to two days per week according to the last digit of your street address: 

  • Even (0, 2, 4, 6, 8): Monday and Thursday
  • Odd (1, 3, 5, 7, 9): Tuesday and Friday
  • No address or more than one address: Monday and Friday

 PENALTIES
CLWSC may enact the following penalties for violations of the rationing requirements:

  • First Violation: CLWSC will issue a written warning.
  • Second Violation: CLWSC may install a flow restrictor in the customer’s service line.  The cost of this shall be the actual cost to do the work and not exceed $100.00.
  • Subsequent Violations: CLWSC may terminate service for up to 7 consecutive days and charge the most current reconnection fee to restore service.

Please note that second and subsequent violation penalties will not be carried out without investigation or observation by CLWSC.

MSRPOA ANNUAL MEETING and
BOARD OF DIRECTORS
At the March 24 2018 Mountain Springs Ranch Annual Property Owners Meeting, the following members were elected to the Board of Directors for a two-year term:  Allan King, Keith Randolph, Mary Lu Zellers and David Moody.  Misty DuCharme was elected to a one-year term.   These property owners along with Julia Doerle and Tate Mueller make up your 2018 Board of Directors. Effective June 4, 2018, David Moody resigned from the Board of Direcors.  On June 25, 2018, Deena Clausen was appointed to fill the vacancy on the Board of Directors until the March 2019 election.

MSR POOLS & PLAYGROUND
The pools and playground are open to residents year-round
A pool Card Key is needed to access the pools and playground

  • Spring and Summer hours (pool & playground) begin on April 1:  6:00 a.m. - 10:00 p.m.
      Fall and Winter hours begin November 1:  7:00 a.m. - 7:00 p.m.

  • Please be aware  pools and playground may be closed for repairs or cleaning from time to time. 
  • The Sports Pool may be reserved by property owners for private parties but the main pool, kiddie pool pavilion and playground are always open to property owners.

NATURE PRESERVE
All trails in the Nature Preserve are open to property owners and their guests from sunrise to sunset.   No camping or fires are allowed in the Nature Preserve. 

Remember that from time to time, we will have equipment in the preserve, working on trails and mowing area along the trails.· For your safety, please stay away from equipment while it is being operated in the nature preserve.   

PLEASE NOTE: Motorized vehicles (including ATVs) are NOT allowed in the Nature Preserve.  (Work vehicles authorized by the Nature Preserve Committee Chair are exempted.)


SAFETY ON MOUNTAIN SPRINGS RANCH  ROADS
Mountain Springs Ranch neighbors have reported some close calls with vehicles on our roads.  The posted speed limit is 30 mph on all Comal County roads AND roads in gated neighborhoods within Mountain Springs Ranch.  Drivers:  Please observe the 30 mph speed limit.  Walkers and joggers, for your safety, please run/walk on the left side of the street where you are facing on-coming traffic.


ARCHITECTURAL CONTROL COMMITTEE
